NIC Report ~ Jail Population Study
In 2006, Milwaukee County asked the assistance of the National Institute of Corrections (NIC) to assess the causes of crowding in the county’s two correctional centers – the Central Jail Facility (CJF) and the House of Corrections (HOC). Among the many recommendations of the NIC report was that the county should conduct a jail population analysis to get a better idea of how these two facilities are being used. As a result of that recommendation, the Milwaukee County Circuit Court and the Milwaukee County Sheriff’s Office contracted with the Pretrial Justice Institute for a jail population analysis, looking at inmates in the two facilities. The purpose of the jail population analysis was to provide system officials with specific details regarding the use of these facilities as a prelude to broader system wide strategic planning.
A jail population analysis answers simple questions. Who is in the jail? How do they leave? How long do they stay? A jail population analysis is a necessary step in developing effective jail population management strategies? READ FULL NIC REPORT
